Requesting Public Records

The Public Records Request Form is available:

Public Records Requests should include:

        • Name, address, and contact information for requestor.
        • Description of public records adequate to locate the records.
        • Date of request.
You will receive a response within five (5) business days after the City receives the written request with the City either: 


        • Providing the record;

        • Acknowledging that the City has received the request and providing a reasonable estimate of time the City will require in order to respond to the request;       

        • Requesting clarification of the request; or
        • Denying the request.


Local governments are not required to create documents to comply with a request for specific information. Rather, they must produce existing records for review and copying. Also, local governments are not obligated to compile information from various records so that information is in a form that is more useful to the requestor.

Many public records are currently available on the City’s website at no cost. Examples include Comprehensive Plan, critical areas and shoreline updates, Budget, City Council meetings (current and past), SeaTac Municipal Code, and other reports.

The Public Records Officer will make records available for inspection and copying by appointment during normal business hours, excluding legal holidays. Requestors will not remove documents from the viewing area or disassemble or alter any document.

The requestor will indicate which documents he or she wishes the City to copy.

Cost for Public Records

        • There is no fee for inspecting public records.



The City charges to have both hard and electronic copies made, mailed, or emailed. The charges are as follows; 

        • $0.15 per page for 8 ½” x11” to 11”x17”.
        • $3.00 for sizes larger than 11” x 17".
        • If you would like your documents mailed, postage will be added.
        • A Copy Purchase Statement will be mailed or emailed to show fees and postage.
        • Fees must be paid before copies are made and either sent in the mail or picked up.
        • The documents may be emailed (there are limits to the amount of data we can email).
        • The documents may be viewed before having copies made.
        • Electronic copies can be placed on a CD, however you will need to provide the City with that CD.


Payments by cash, check, or money order payable to “City of SeaTac.”

For large requests, the City may: 

        • Require a deposit of up to ten percent of estimated cost before making copies
        • Provide copies in installments
        • Require advance payment before providing further installments.


Role of Public Records Officer 

        • Oversee compliance with the Public Records Act
        • Administer program consistent with the City of SeaTac Public Records Act Rules of Procedure
        • Provide the “fullest assistance” to requestors
        • Coordinate response to requests with departments and offices
        • Provide most timely possible & efficient action on requests
        • Protect public records from damage or disorganization


Exempt from Disclosure

Some records are exempt from disclosure, in whole or in part. The City is not required to permit public inspection and/or copying of records for which public disclosure of the record is prohibited, restricted or limited by state or federal statute or regulation. If the City believes that a record is exempt from disclosure and should be withheld, the Public Records Officer will state the specific exemption and provide a brief explanation of why the record or a portion of the record is being withheld in an exemption log. If only a portion of the record is determined to be exempt, the Public Records Officer will redact the exempt portions and provide the non-exempt portions.

The City of SeaTac will not disclose lists of individuals for commercial purposes [RCW 42.56.070(9)].

Special Considerations

If a requestor has not reviewed or claimed records within thirty days of notice that records are available or fails to make payment, the Public Records Officer may close the request.

If requested records contain information that may affect rights of others, before providing the records, the Public Records Officer or designee may give notice and allow time for action by the other parties.

After a request has been filled, if the Public Records Officer becomes aware of additional documents existing at the time of the request, these will be provided to the requestor on an expedited basis.
