Due to technical issues, the Council Study Session was adjourned early and the agenda items were moved to the Regular Council Meeting agenda:

The following Council actions were taken at the August 11, 2026 Regular Council Meeting:

Approved: Grant Acceptance for the PSRC 2026 Transportation Alternative Program (TAP) South 204th Street Improvements Project - $800,000 (26-G010).

Special Council Meeting held July 28, 2026

Agenda Bill #6989; A Motion ratifying the reclassification of the Legal Analyst and Deputy City Clerk was carried and became effective August 11, 2026.

Agenda Bill #6910; An Ordinance #26-1019 granting a Franchise Utility Agreement with Ezee Fiber for telecommunication services FAILED.

A Motion to reconsider Agenda Bill #6951, Ordinance #26-1018 was carried and became effective August 11, 2026.

Agenda Bill #6951; An Ordinance #26-1018 authorizing the City Manager to execute a contract with the State of Washington for State Fiscal Year 2027 Washington Migrant and Asylum-Seeker Support (WAMASS) program funding; authorizing the distribution of program funds through agreements with Congolese International Network (CIN) and participating hotels; the extension of the Human Services Coordinator Temporary Limited Term (TLT) position; and amending the 2025–2026 Biennial Budget was adopted August 11, 2026 and becomes effective August 22, 2026.

Agenda Bill #6935; A Motion authorizing the City Manager to execute a professional services contract amendment with Psomas for the Airport Station Area Pedestrian Improvements project (SeaTac CIP No. ST-141) was carried and became effective August 11, 2026.

Agenda Bill #6845; A Motion awarding and authorizing the execution of a construction contract for the Airport Station Area Pedestrian Improvements project (SeaTac CIP No. ST-141) and authorize total project expenditures was carried and became effective August 11, 2026.

Agenda Bill #6980; A Motion authorizing the City Manager to execute a contract amendment with A.L.P.H.A Security Services LLC for security of FIFA activation sites through 2026 was carried and became effective August 11, 2026.

Agenda Bill #6989; A Motion ratifying the reclassification of the Legal Analyst and Deputy City Clerk was carried and became effective August 11, 2026.

Agenda Bill #6950; A Motion authorizing the City Manager to execute a commercial lease agreement with the Congolese Integration Network for Suite 250 at SeaTac City Hall, including an initial 90-day rent-abatement period was carried and became effective August 11, 2026.
