The following Council direction was given at the November 12, 2025 Council Study Session:

The following items were referred to the November 25 Regular Council Meeting Consent Agenda:

• Agenda Bill #6578; An Ordinance amending the City's 2025-2026 Biennial Budget.
• Agenda Bill #6632; A Resolution amending the City of SeaTac Schedule of License Fees, Permit Fees, Other Fees and Charges for City Services.
• Agenda Bill #6798; A Resolution confirming the General Contractor / Construction Manager (“GCCM”) project delivery methodology for the proposed City Hall, Civic Plaza, and associated parking at the SeaTac Civic Campus.
• Agenda Bill #6799; A Motion authorizing the City Manager to sign a contract amendment with Jones Lang Lasalle Americas, Inc (JLL).
• Agenda Bill #6800; An Ordinance amending the 2025-2026 Biennial Budget for the acquisition of the Civic Campus property.

The following Council direction was given at the November 12, 2025 Regular Council Meeting:

B&O Tax

• Refer to Council Study Session on December 9 and future Council meetings

CRF 2025-23 - Dedicated Office Space for Chair of Public Safety & Justice (PS&J) Committee (and other Councilmembers)

• Provide a calendar option for the current Council office, so Council may reserve its use for meetings; Council may also book conference rooms, in the event the Council office is in use during the desired booking time.

CRF25-19 - Council Stipend Review

• Adopt a Policy-Based Approach: Incorporate a review cycle and process into the Council’s biennial budget or financial policies.

The following Council actions were taken at the November 12, 2025 Regular Council Meeting:

Isabelle Kerner was appointed to the Arts, Culture & Library Advisory Committee.

Andre Irvin and Elona Kerney were appointed to the Community Services Advisory Committee.

Agenda Bill #6579; An Ordinance authorizing the City's 2026 Property Tax Levy was continued to the 11/25/25 RCM with the public hearing.

Agenda Bill #6794; An Ordinance #25-1027 authorizing the City Manager to sign a letter of engagement for legal services, authorizing the City Manager to sign an Interlocal Agreement, and amending the 2025-2026 Biennial Budget was adopted November 12, 2025 and becomes effective November 22, 2025.
