The following Council direction was given at the October 28, 2025 Council Study Session:

Human Services Strategic Plan (HSSP) Final Report and Discussion.

Council consensus/direction: confirmed support for the draft HSSP framework and provide direction on next steps

 

The following Council direction was given at the October 28, 2025 Regular Council Meeting:

Refer to Transportation & Public Works Committee

  • Gateway treatment and Wayfinding signage contract approval

Private Rental of Park Space – 1 year pilot program. Option 3:

 

  • Up to 3x in 2026
  • Various times of year
  • Limit to Angle Lake Park
  • Plus, rentals to public entities (e.g., schools)

 

The following Council actions were taken at the October 28, 2025 Regular Council Meeting:

A Motion to have staff develop a comprehensive standard operating procedure (SOP) in collaboration with Flock within the next 60 days, and any other entities required, was carried and became effective October 28, 2025.

Agenda Bill #6580; A Resolution #25-013 finalizing the 2025 unclaimed property reporting to the State of Washington was passed and became effective October 28, 2025.

Agenda Bill #6768; A Motion declaring City Property surplus and authorizing its disposal was carried and became effective October 28, 2025.

Agenda Bill #6793; A Motion authorizing the City Manager to execute a contract amendment with Stewart MacNichols Harmell Inc. P.S. (SMH) for Indigent Defense Services was carried and became effective October 28, 2025.

Agenda Bill #6722; An Ordinance #25-1024 authorizing the issuance of Limited Tax General Obligation Bonds to finance costs related to acquiring land for the Civic Campus was adopted October 28, 2025 and becomes effective November 8, 2025.

Agenda Bill #6734; An Ordinance #25-1025 adopting SeaTac Municipal Code 2.43, Tree Retention and Replacement Code Standards for Public Park Spaces to support the City's initiative for increased tree canopy was adopted October 28, 2025 and becomes effective November 8, 2025.

The following action was taken after the Executive Session:
An Ordinance #25-1026 imposing a moratorium on the change of use, establishment, or development of primary surface parking uses and similar uses within the City of SeaTac’s Urban Center; enacting related interim zoning controls; setting a date for a public hearing; declaring an emergency; and establishing an effective date was adopted and became effective October 28, 2025.
