The following Council actions were taken at the December 10, 2024 Regular Council Meeting:

Pam Fernald and Ken Nsimbi were appointed to the Community Services Advisory Committee.

Agenda Bill #6544; A Resolution #24-014 authorizing the City Manager to execute a Multi-Family Tax Exemption (MFTE) Agreement with Cymbaluk Properties, LLC, related to the proposed Cymbaluk Properties Phase 1 site was passed and became effective December 10, 2024.

Agenda Bill #6355; An Ordinance #24-1021 adopting the City's 2025-2026 Biennial Budget was adopted December 10, 2024 and becomes effective December 21, 2024.

Agenda Bill #6566; A Motion authorizing the City, through Mayor Mohamed Egal, to execute an Employment Agreement with Jonathan Young for the position of SeaTac’s City Manager was carried and became effective December 10, 2024.

A Motion providing Jonathon Young access to all relevant information and resources necessary to ensure a smooth transition (prior to his commencement date of January 16, 2025) was carried and became effective December 10, 2024.

Agenda Bill #6450; An Ordinance#24-1022 adopting the Envision SeaTac 2044 periodic update of the Comprehensive Plan (CP) and related development regulations as required by the Growth Management Act (GMA) RCW 36.70A and adopting amendments to permit review procedures in response to Washington Senate Bill 5290 was adopted December 10, 2024, as amended below, and becomes effective January 1, 2025.

Amend the Motion by making the following changes to the Envision SeaTac 2044 Ordinance:

  • Amend the Comprehensive Plan Land Use Map by changing the land use designations of the two parcels that underlie the Bow Lake Estates Manufactured Home Park, specifically, parcel numbers 342304-9008 and 342304-9096, as follows:
    • Remove “Urban Residential Medium,” and
    • Replace it with “Urban Residential High.”
  • Amend the Zoning Map by changing the zoning of the two parcels that underlie the Bow Lake Estates Manufactured Home Park, specifically, parcel numbers 342304-9008 and 342304-9096, as follows:
    • Remove the “Manufactured Home Park zone,” and
    • Replace it with the “Urban Residential High zone.”
  • Amend the Comprehensive Plan by replacing the implementation strategy for Housing Goal 5.6 with the following new strategy:
    • “As part of the City Center subarea planning process anticipated in 2025, work with the Bow Lake Estates Manufactured Home Park residents and property owner, and the greater community, to identify the appropriate policies, land use designation, zoning, and development standards that support the continued maintenance of the manufactured home park as a source of affordable and secure housing.”

 

Amend the Motion for the Envision SeaTac 2044 Ordinance to change the 8-year tax exemption program in SMC 3.85.060(A)(2) to require at least twenty (20) dwelling units of multifamily housing to be eligible for the 8-year exemption but retain the allowance for a minimum of four (4) dwelling units of multifamily housing for the 12-year tax exemption program in SMC 3.85.060(B).

Agenda Bill #6555; A Motion authorizing the City Manager to enter an Interlocal Agreement (ILA) with the Cities of Burien, Des Moines, and Normandy Park to jointly fund a contract for a consultant who will work with the Cities on the Port of Seattle's Sustainable Airport Master Plan (SAMP) and related environmental review.
