Welcome to the City of SeaTac. The City of SeaTac Municipal Code Section 5.05.020 requires that anyone conducting, maintaining, operating, or engaging in any business within the City first obtain an annual business license for each business activity. Business licenses are issued from April 1 to March 31, with renewals required by April 1 of each year. If renewal fees are not paid by April 1, late fees will apply per SMC 5.05.110. The different types of businesses and forms associated with each type are defined below:



Application Forms Required


The business operates in a new or pre-existing
building located within the City of SeaTac limits,
and is not a Home Occupation.


The business operates in a residence located
within the City of SeaTac limits.

*Applications for a new Adult Family Home or Home Day
must be picked up from the Finance Department
at City Hall during normal business hours.


Business is conducted within the City of SeaTac
but a business facility is not located within the
City. This category includes all contractors
completing jobs within City limits.

Effective January 1, 2019:

Ordinance 18-1032 establishes a minimum licensing
threshold of $2,000 of gross receipts. Any business
whose annual gross proceeds, or gross income is
equal to or less than $2,000 and does not maintain
a place of business within the City
(Out of City Business)
will be exempt from paying the fee associated with a
business license. Registration still required.

Mobile Food Vendor 

A mobile food preparation vehicle (aka "food truck") in which ready to eat food is cooked, wrapped, packaged, processed or portioned for service, sale or distribution.

The City’s annual business license fees are shown below, with limited exceptions for certain business activities as detailed in the City’s Schedule of Fees.

Business license applications and fees are accepted only by mail or in person at City Hall. If you have any additional questions regarding obtaining or renewing a business license, please contact the Finance Department at 206.973.4880.

The City’s acceptance of your application and fee does not constitute approval or authorization to conduct business in the City. Applications are reviewed and approval is required by several City departments before a business license can be issued by the Finance Department. Review and notification usually occurs within three weeks of submission of all necessary materials. If you have questions regarding appropriate zoning for your business, sign construction, tenant improvements, or permit information, please contact the Department of Community and Economic Development at 206.973.4750.

To obtain your Washington State Business License and Unified Business Identifier (UBI) number contact the Department of Revenue . Their general information number is 1.800.647.7706.The DOR operates a local office at 20819-72nd Ave S, #680 Kent, WA 98032. To obtain your Contractor Registration Number contact the Department of Labor and Industries ( When remitting sales taxes to the Washington State Department of Revenue, please note that the location code reported should be #1733.

City of SeaTac business licenses are not transferable and are issued for a specific location. If your business changes location or ownership, a new business license application must be submitted. For businesses with multiple locations within the City, a license is required at each location.

Non-Profit Business

Chapter 5.05.060 of the SeaTac Municipal Code refers to Non-Profit Organizations. Under this chapter, any Non-Profit Organization recognized by the Federal Government as a 501 (c) (3) organization is exempt from the requirement to pay license fees associated with the issuance of a business license. Please note, this does not excuse you from applying for and obtaining a valid business license and complying with all other provisions of Chapter 5.05. Failure to register your business may result in penalties per the City of SeaTac Schedule of Fees. 

In order to qualify for this exemption when applying for a City of SeaTac business license, please provide the City with one of the following:

1. Form 1023, Application for Recognition of Exemption; or

2. IRS Determination Letter; or

3. IRS Affirmation Letter.
