If you wish to subdivide land into 5 or more parcels, you need to go through the formal Subdivision application process. Each of the resultant parcels must meet the minimum square footage requirements for the appropriate zone, and must have adequate access and utility improvements.
In order to create a subdivision, the applicant initially files for a preliminary subdivision. This proposal is routed through several departments in City Hall for comments. The preliminary plat is then sent to the Hearing Examiner for a public hearing who makes a recommendation to City Council for a decision. After preliminary approval, the applicant has 3 years to meet any of the conditions of the preliminary subdivision and apply for the final subdivision. During this time frame, all required improvements (including roads and utilities) must be constructed. When the final subdivision is approved, it is sent to the county for recording.
