A Development Agreement is a binding document that allows landowners to develop their property according to specific regulations, in exchange for providing certain public benefits. The Agreement locks in particular land use regulations in effect at the time the Agreement is adopted. Development Agreements give builders a measure of certainty, while allowing the City to create special projects and provide public benefits not available through existing land use law. The Agreement is reviewed by the City Council following a period of public notice and comment. Conditions imposed on an Agreement will reasonably assure that a nuisance or hazard to life or property will not occur.

No application will be accepted prior to review of the proposal by the City's Development Review Committee (DRC). Please contact the Building Division Permit Specialist at 206.973.4750 to schedule a meeting with the DRC.

An application and checklist must be completed by the individual filing for a development agreement along with a fee of $7,500.
